I got clarification from one of the RHS Devs. We can "Re texture" it by using "player setObjectTextureGlobal [0, "textures\clothing\stuff\stuff_uniform_sarg.jpg"];" which is stored in the mission file itself and not a distribution and not in violation of their EULA or BIs monetization rules.
In other words, i was wrong and were good to go ahead with the original plan.
